Maximise Your HRD Corp Levy: Take Advantage of Program Latihan MADANI

Utilize your HRD Corp levy before it’s too late - Employers only have until 28 February 2025 to make use of their HRD Corp levy balances and avoid a mandatory 15% deduction under the Program Latihan MADANI. This initiative, introduced through HRD Corp Employer’s Circular No. 5/2024, is part of Malaysia’s Budget 2025 strategy to empower underserved communities and micro-SMEs while supporting businesses in building a highly skilled workforce.

Key Highlights of the Circular

  1. 15% Deduction for Unused Levy Balances: 

    Employers with unused levy balances of RM50,000 or more in 2024 and a levy utilisation rate of less than 50% (from 1 January to 31 December 2024) will have 15% of the unused balance allocated to the Program Latihan MADANI.
  2. Grace Period:

    The deduction will take effect on 1 March 2025. Employers have a grace period from 1 January to 28 February 2025 to increase their levy utilisation to more than 50% to avoid the deduction.
