Our clients achieved remarkable results. They turned practical solutions into meaningful progress and helped build a future that’s more sustainable, secure, and resilient for those they serve. Following, we highlight three standout examples that showcase what’s possible when vision meets action.
The California Department of Health Care Access and Information (HCAI) plays a vital role in strengthening the state’s healthcare system. HCAI designs and delivers workforce programs that address critical shortages and inequities and that recruit, develop, and retain providers who reflect California’s rich diversity.
With the passage of new legislation, HCAI was tasked with launching an ambitious workforce initiative through the Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT), a Medicaid Section 1115 demonstration. This effort included standing up five statewide behavioral health workforce programs, each with complex requirements, from building a compliant, competitive grant process to overseeing funds, tracking service commitments, and delivering timely reporting. All aspects of program implementation had to be executed on an accelerated, federally mandated timeline.
To succeed, HCAI needed more than a system. It needed a modern, scalable, and future-ready solution that could keep pace with evolving federal expectations and the urgency of the mission.
Having worked with Crowe on prior initiatives, HCAI selected Crowe to help lead this critical effort. Beginning in January 2025, Crowe designed and implemented a new funding portal built for speed, transparency, compliance, and long-term sustainability.
Despite tight deadlines, the results were swift and impactful. The first grant program went live on July 1, 2025. A second program launched just two weeks later, and additional deployments followed in October. Throughout the process, Crowe continually enhanced the platform to adapt to emerging needs and help HCAI deliver on its mission with confidence and agility.
The new solution delivered a powerful, end-to-end experience designed with efficiency and usability in mind. Key capabilities included:
The impact was immediate and significant. The funding portal attracted more than 8,000 applicants, an unprecedented response that highlighted both the platform’s scalability and its ability to expand access for grant seekers across the state. Just as important, HCAI’s Health Workforce development program can now deliver grants nearly three times faster than before because it’s supported by more efficient processes, scalable architecture, and the power of the Microsoft Dynamics 365™ platform.
With this modern system in place, HCAI is better equipped to manage complex, federally funded behavioral health programs, meet compliance requirements, and deliver critical resources to communities throughout California.

The Milwaukee County Transit System (MCTS) recognized that decades-old, paper-based asset management processes were no longer sustainable for a modern public transit agency. Limited visibility into asset data, manual workflows, and growing costs associated with maintaining outdated tools created operational risk and constrained the organization’s ability to plan, maintain, and invest in critical transit assets.
To address these challenges, MCTS worked with Crowe to modernize its enterprise resource planning (ERP) capabilities with Microsoft Dynamics 365 software as part of a broader technology transformation. Crowe began working with MCTS in January 2024 and delivered a unified solution over a two-year period to support MCTS financial, supply chain, enterprise asset, and inventory management needs. The implementation also included organizational change management and post-implementation support.
The cornerstone of this effort was the deployment of a new enterprise asset and inventory management function designed specifically to replace manual, paper-driven processes that had been in place for more than two decades. Crowe guided MCTS through the full implementation life cycle and helped the agency transition from fragmented, manual recordkeeping to an integrated, automated platform.
The new system centralized and integrated asset and inventory data, streamlined financial and supply chain processes, enabled more consistent tracking and maintenance of vehicles and equipment, and established a digital foundation for data-driven decision-making. Organizational change management embedded throughout the project helped support staff adoption and long-term sustainability of new systems and processes.
While formal performance metrics are still emerging, the impact of the transformation is already clear. MCTS moved from paper files to a modern system that improves data accuracy, reliability, and accessibility across the organization. By reducing dependence on outdated technologies and manual processes, the agency also mitigated rising maintenance costs and the operational risks associated with scarce legacy-system expertise.

Brothers Redevelopment is a Colorado-based not-for-profit organization that provides housing and housing-related services to low-income residents across the Denver metropolitan area and surrounding communities. The organization administers multiple federally funded housing programs, including grants from the U.S. Department of Housing and Urban Development, and accurate financial reporting and compliance are essential to sustaining its mission.
Brothers Redevelopment began working with Crowe in 2024 after being referred by its external auditors for assistance with preparing its Schedule of Expenditures of Federal Awards (SEFA). Initially scoped as a high-level Crowe quality control review, the engagement quickly evolved when the Crowe team and the Brothers Redevelopment director of finance determined that the underlying financial data and reporting processes required more detailed analysis. Crowe stepped in to help rebuild program-level records, reconcile expenditures, and determine the appropriate amounts to be reported for federal compliance purposes.
Beyond addressing immediate reporting needs, Crowe worked closely with Brothers Redevelopment to identify opportunities to improve ongoing financial management practices. A key focus was strengthening how program expenditures were recorded throughout the year. Crowe recommended enhancements to general ledger coding so costs were aligned to specific programs as they were incurred, rather than reconstructed at year-end. The team also helped establish more consistent reconciliation practices to better align funding draws with actual expenditures.
Additional recommendations addressed complex areas such as allocating noncash or reimbursable costs through indirect cost methodologies and improving how inventory-related expenses were tracked and assigned to grant programs. These changes helped financial records more accurately reflect program activity and more reliably tie back to year-end federal reports.
As a result of this work, Brothers Redevelopment implemented several Crowe recommendations, and it is currently in the process of exploring others. With stronger financial controls and improved visibility into program costs, the organization is better positioned to meet federal compliance requirements and focus its resources on expanding access to safe, affordable housing for the communities it serves.
