Resilience has become a boardroom priority. In fact, 89% of organizations say it is critical to their strategy. Yet only 16% believe they are truly ready. This stark contrast what experts call the “confidence illusion” is shaping the most urgent leadership challenge of 2026.

The World Economic Forum’s latest Global Risks Report highlights why this gap matters. Geoeconomic confrontation has surged to the top global risk, while AI-amplified misinformation, cyber insecurity, extreme weather, and societal polarization continue to escalate. Together, these threats create a complex, fast-moving risk environment that traditional resilience plans are not designed to handle.

The difference between reactive and crisis-ready organizations is clear. Reactive organizations survive disruption, absorb losses, and rebuild slowly. Crisis-ready organizations, on the other hand, respond faster, recover stronger, and often gain competitive advantage. Research shows that resilient organizations can achieve up to a 10% uplift in shareholder value after a crisis, while less prepared ones may suffer a 15% decline.

So why does this readiness gap exist?

The issue is not awareness it is structure. Many organizations still operate with silo-based resilience models, where responsibilities sit within a single function. In reality, modern crises are inherently cross-functional. A cyber incident, for example, immediately involves IT, legal, communications, and leadership.

Another gap lies in static intelligence. Annual business impact analyses (BIA) are no longer sufficient in a world shaped by real-time disruptions and AI-driven change. Without continuous updates, organizations are preparing for risks that may no longer exist.

Perhaps the most critical weakness is the absence of clearly defined decision-making authority. In the first hour of a crisis, uncertainty about who is in charge can delay action and amplify losses. Similarly, infrequent simulations leave teams underprepared for the pressure and complexity of real events.

Forward-looking organizations are addressing these challenges through structured frameworks such as the Crisis Response Office (CRO). Acting as a centralized command center, the CRO enables faster decision-making, clear governance, and coordinated execution. It ensures that information flows seamlessly, roles are clearly defined, and response actions are pre-planned rather than improvised.

At the core of crisis readiness is a five-layer approach: anticipation, communication, governance, rehearsal, and recovery. This includes real-time threat intelligence, pre-built communication protocols, named decision-makers, quarterly simulations, and measurable recovery targets. Together, these layers transform resilience from a static plan into a dynamic capability.

Artificial intelligence is also redefining both the risks and the responses. AI is amplifying threats through deepfakes, automated disinformation, and sophisticated cyberattacks. At the same time, it provides powerful tools for real-time monitoring, scenario planning, and rapid communication enabling organizations to respond with greater speed and precision.

For leaders, the path forward is clear. Crisis readiness is not built during disruption it is built in advance. Practical steps include mapping risks against dependencies, identifying decision makers, testing AI-driven scenarios, updating business impact assessments, and linking resilience to shareholder value outcomes.

In regions like the UAE and GCC, where exposure to global trade, technology, and geopolitical shifts is high, the urgency is even greater. Organizations that move beyond intent and invest in true readiness will not only withstand disruption they will outperform in its aftermath.
