Het kabinet heeft aangekondigd dat Nederland vanaf 1 juli 2030 elektronische facturering verplicht wil stellen voor zowel intracommunautaire als binnenlandse B2B-transacties.
Voor binnenlandse transacties volgt volgens de aangekondigde planning vanaf 1 juli 2031 ook een digitale rapportageverplichting voor de leverancier.

Deze Nederlandse keuzes maken deel uit van VAT in the Digital Age (ViDA), het Europese pakket dat de btw-heffing moderniseert, administratieve lasten moet verminderen en de bestrijding van btw-fraude versterkt. Naast e-facturering en digitale rapportage bevat ViDA maatregelen voor één btw-registratie in de EU en voor digitale platforms.
Deze bijdrage richt zich op de Single VAT Registration en de nieuwe regels voor e-facturering en digitale rapportage. Wij lichten toe wat verandert en welke voorbereidingen ondernemingen nu al kunnen treffen. De afzonderlijke ViDA-maatregelen voor digitale platforms blijven buiten beschouwing.
Vanaf 1 juli 2028 wordt het toepassingsbereik van de bestaande One Stop Shop-regelingen verder uitgebreid. Ook komt er een nieuwe regeling voor de overbrenging van eigen goederen tussen EU-lidstaten. Daarnaast wordt de verleggingsregeling in meer gevallen verplicht wanneer een niet in de betreffende lidstaat gevestigde leverancier een lokaal belastbare B2B-prestatie verricht aan een afnemer die daar voor btw-doeleinden is geïdentificeerd.
Hierdoor kunnen bepaalde buitenlandse btw-registraties vervallen. Dit moet echter per lidstaat en transactiestroom worden beoordeeld. Lokale invoer, inkopen, verkopen, voorbelasting of andere transacties die niet onder een vereenvoudiging vallen, kunnen ertoe leiden dat een registratie nodig blijft.
Vanaf 1 juli 2030 wordt e-facturering verplicht voor intracommunautaire B2B-transacties die onder de nieuwe Europese digitale rapportageverplichtingen vallen. De huidige ICP-opgaaf wordt voor deze transacties vervangen door digitale rapportage op transactieniveau. Zowel de leverancier als de afnemer kan daarbij een rapportageverplichting krijgen.
Nederland wil de verplichte e-facturering per dezelfde datum uitbreiden naar binnenlandse B2B-transacties. Volgens de huidige planning moet de leverancier de gegevens van deze binnenlandse facturen vanaf 1 juli 2031 ook digitaal aan de Belastingdienst rapporteren.
De wijzigingen kunnen grote gevolgen hebben voor ERP-systemen, facturatieprocessen, interfaces, btw-codes en stamgegevens. Ondernemingen moeten bovendien kunnen vaststellen welke transacties onder de Europese of Nederlandse rapportageverplichtingen vallen en binnen welke termijn de gegevens moeten worden aangeleverd.

Ondernemingen doen er verstandig aan tijdig te beoordelen:
ViDA biedt mogelijkheden om buitenlandse btw-registraties te verminderen, maar leidt tegelijkertijd tot nieuwe verplichtingen op het gebied van e-facturering en digitale rapportage. Een tijdige impactanalyse helpt ondernemingen om registraties, transactiestromen, systemen, processen en data in samenhang te beoordelen.

The Dutch government has announced that it intends to make electronic invoicing mandatory in the Netherlands from 1 July 2030 for both intra-Community and domestic B2B transactions. Under the announced timetable, a digital reporting obligation for suppliers will also apply to domestic transactions from 1 July 2031.
These Dutch policy choices form part of VAT in the Digital Age (ViDA), the European package aimed at modernizing VAT collection, reducing administrative burdens and strengthening the fight against VAT fraud. In addition to e-invoicing and digital reporting, ViDA includes measures for a single VAT registration in the EU and for digital platforms.
This article focuses on the Single VAT Registration and the new rules on e-invoicing and digital reporting. We explain what will change and what preparations businesses can already make. The separate ViDA measures for digital platforms are outside the scope of this article.
From 1 July 2028, the scope of the existing One Stop Shop schemes will be expanded further. A new scheme will also be introduced for transfers of own goods between EU Member States. In addition, the reverse charge mechanism will become mandatory in more cases where a supplier not established in the Member State concerned makes a locally taxable B2B supply to a customer identified for VAT purposes there.
As a result, certain foreign VAT registrations may no longer be required. However, this must be assessed for each Member State and transaction flow. Local imports, purchases, sales, input VAT or other transactions not covered by a simplification may mean that a registration remains necessary.
From 1 July 2030, e-invoicing will become mandatory for intra-Community B2B transactions that fall within the new European digital reporting requirements. For these transactions, the current EC Sales List will be replaced by transaction-level digital reporting. Both the supplier and the customer may be subject to a reporting obligation.
The Netherlands intends to extend mandatory e-invoicing to domestic B2B transactions from the same date. Under the current timetable, suppliers must also report the data from these domestic invoices digitally to the Dutch Tax Administration from 1 July 2031.
The changes may have significant consequences for ERP systems, invoicing processes, interfaces, VAT codes and master data. Businesses must also be able to determine which transactions fall within the European or Dutch reporting requirements and the deadline by which the data must be submitted.
