Isn’t the deferral created by Internal Revenue Code (IRC) Section 460 methods only temporary?

Yes and no. If you look at the available methods for contracts covered under the IRC Section 460 on a contract-by-contract basis, the benefit is temporary. But if you consider that new contracts start each year, the deferral of income reduced on old jobs is replaced by new jobs – which creates a quasi-permanent deferral of income on contracts year over year.
