Organizations are deploying AI technologies at the edge of visibility, often without oversight from compliance, risk, or technology leaders, which leads to duplicated efforts, rising compliance risk, and reputational exposure. What is labeled rapid innovation often is, in reality, fragmented experimentation unfolding without shared ownership, accountability, or strategy. The era of experimentation is over. AI no longer is confined to pilot programs or centers of excellence; it is embedded in day-to-day business workflows. From marketing and human resources using OpenAI’s ChatGPT for content creation and job descriptions to finance teams automating forecasting models, organizations are using AI to accelerate productivity across every department. However, many launch these systems without first establishing a governance framework.
Traditional governance models were never designed for this reality. With low-code platforms, open-source models, and vendor tools readily and widely available, AI expertise is not concentrated in a small group. Instead, the advantage belongs to teams and individuals who have moved faster than governance structures designed for a different reality.
During a recent webinar with more than 200 enterprise risk and compliance leaders in attendance, a critical question surfaced: “How do we even know if AI is being used in our business?”
This question reflected a common issue. Few organizations maintain a live AI system inventory. Fewer still know which models are purchased from vendors versus developed in-house. The result is shadow AI: hidden projects, unsanctioned platforms, and duplicated development happening in parallel across the enterprise. Without foundational visibility, businesses expose themselves to unknown liabilities, especially when tools in use generate customer-facing outputs or inform high-stakes decisions.

The foundational governance step is discovery. Organizations should create a formal AI intake or registration process, like how organizations manage third-party risk or data privacy assessments. Visibility is not administrative hygiene; it is the only control that scales. AI should not be built, bought, or deployed without being declared, assessed, and assigned an owner.

Organizations can’t govern what they can’t see. AI governance starts with discovery, inventory, and risk classification. The organizations that win the AI era will not be those that build the flashiest models but those that redesign their structures, incentives, and decision rights to govern AI with discipline and intent.
