Green Transition of Serbia – Public Debate on New Tax Laws

The Ministry of Finance has launched a public debate on two significant regulations aimed at increasing energy efficiency and strengthening the market position of Serbian industry.

  • The public debate will last until October 21, 2025.
  • The implementation of the laws will begin on January 1, 2026.

Public Debate on Laws for Sustainable Production and Strengthening Competitiveness

New legislative proposals:

1. Law on Greenhouse Gas Emission Tax

2. Law on Tax on the Import of Carbon-Intensive Products

The purpose of these laws is to:

  • reduce pollution and improve air quality;
  • encourage investment in renewable energy sources, green construction, and industrial decarbonization;
  • reduce health risks for citizens;
  • ensure fair conditions between domestic producers and importers
  • secure a more equitable position for Serbian industry in both domestic and international markets.

The public debate will last for 20 days and will include two round tables in the form of presentations and discussions on the draft laws, to be held in Belgrade:
Hall A1, Resavska 15, on October 8, and Grand Hall, Terazije 23, on October 15

Two online meetings will also be held on October 10 and 17, and links for participation will be published in due time on the website of the Ministry of Finance and on the “e-Konsultacije” Portal.

The most important innovations introduced by the Laws include:

  • Taxation of GHG emissions, specifically targeting large industrial emitters such as cement, fertilizers, iron and steel, aluminum, and energy sectors. In this regard, power companies investing in green projects may receive a tax credit of up to 80% of their liability; and
  • Taxation of the import of carbon-intensive products — including iron, steel, cement, aluminum, and fertilizers. Importers will pay based on the emissions embedded in the production of imported goods, with a deduction for tax credits related to fees already paid in the country of origin. The tax will apply only when the quantity of imported products exceeds five tons.
