Stefan Kauder is the Managing Partner of Crowe Infrastructure Africa and based at the firm’s headquarters in Nairobi, Kenya.

As an Infrastructure Finance Expert with 30 years of experience in the international development consulting industry, Stefan has a unique track record and hands-on experience in designing and managing large-scale infrastructure development programs, utility concessions and Public-Private Partnership (PPP) transactions, working for a variety of development finance institutions (World Bank, USAID, EU, AfDB, DFID, KfW, GIZ, etc.) in Africa, the Middle East and Europe. Stefan is specialized in all forms of private sector 
participation and investment in infrastructure sectors, ranging from privatization and long-term utility concessions through to PPPs.

Every project or program managed by Stefan received contract extensions and additional funding by the financing institution, some of them repeatedly. Stefan’s Ethiopia project received a pledge for an additional 4.5-year extension from GTZ in early 2002 following a successful internal evaluation; in Uganda, DFID attested Stefan’s project for developing and implementing utility reforms a high level of impact in their mid-term review, which secured additional World Bank funding; for the PPP program in Jordan, Stefan’s project received five contract extensions from the European Commission; USAID’s SUWASA program was extended from four to six years within the first 18 months of the contract and total funding was more than doubled; and in Kenya, Stefan was instrumental in securing USD 50 million additional financing and an extension of the financing agreement for the Infrastructure Finance and Public Private Partnership Program (IFPPP) from the World Bank.

Highlights of Stefan’s career include:

  • As a Senior Advisor for PPP at the World Bank office in Kenya, helped developing Kenya’s PPP program into one of the most successful infrastructure development programs in Africa;
  • As a Chief of Party designed and grew USAID's Sustainable Water and Sanitation in Africa (SUWASA) into one of the largest infrastructure technical assistance programs in the Agency's history on the African continent;
  • As a Team Leader and PPP Advisor for the EU, designed and led Jordan’s PPP program as the first comprehensive PPP program in the Middle East;
  • As Lead Advisor to the Government of Uganda for infrastructure privatization and utility reforms, successfully concluded the country’s electricity generation and distribution concessions and Africa’s first transborder railway concession (with Kenya), and received World Bank Award for Best Utility Reform Program in Africa, Euromoney Project Finance Magazine’s African Transport Deal of the Year (Joint Railway Concession), and other awards.
