Intrastat statement

This newsletter is to remind you of the obligation to provide statistical data through the Intrastat Form by all companies registered for VAT in Romania which exchange goods with other Member States and exceed the thresholds set up annually by the National Institute of Statistics (NIS).

Obligation to declare Intrastat data

The companies that in 2016 carried out activities of exchange of goods with other Member States whose annual value, determined separately for each flow (arrivals and dispatches), exceeds the level of Intrastat thresholds, have to fill and submit the Intrastat statement for the entire year 2017.

The companies that carry out activities of exchange of goods with other Member States and exceed Intrastat threshold for at least one flow during the year 2017 have the obligation to fill and submit the Intrastat statement starting with the month in which the threshold was exceeded.

Thresholds

The Intrastat thresholds for the year 2017 are:

  • For intra-community dispatches: 900.000 Ron
  • For intra-community arrivals: 900.000 Ron (increased from 500.000 Ron in 2016)

Exceeding one Intrastat threshold triggers the obligation to submit Intrastat statement for the respective flow (arrivals or dispatches). Thus, a company may be required to submit the statement for both flows of goods, one flow or none, according to the values of its transactions.

Deadline

The deadline for submitting Intrastat statement to NIS is the 15th of the month following the reference month. After exceeding the threshold, teh company has the obligation to submit Intrastat statement on monthly basis, including the months when there are no transactions.

Missing or late submission of the Intrastat statement might be sanctioned with a fine ranging from Ron 7.500 to Ron 15.000.
