GCC Authorized Economic Operator  Program

The Unified Guide for the GCC Authorized Economic Operator Program (GCC AEO) was recently released providing a structure of the basic aspects of a GCC AEO.

GCC AEO Program

The GCC AEO program allows eligible traders to partner with Customs Authorities and private sectors in the program recognized across the following GCC countries:

  • UAE
  • KSA
  • Oman
  • Bahrain
  • Qatar
  • Kuwait

Simplified customs clearance document verification

Low sampling based on risk analysis

Export and import express lines

Inspection and cargo clearance process priority

Special place for inspection and direct transfer of goods to AEO warehouses

Providing financial facilities

Facilities through regulatory and border authorities' cooperation

Benefits of Mutual Recognition Agreement with other countries

Other benefits (marketing, program training, contact officer)

Local Country Benefits:

Additional local advantages and incentives may be granted by respective countries.

Who is eligible to apply?

Any customs-registered business meeting the below criteria:

  • With proper record of customs compliance for a period of at least 3 years.
  • With record management system for internal control
  • Financially solvent
  • With security and risk assessment system in accordance with the SAFE Framework

Application procedures

  1. Submit Application Form with required documents
  2. Accomplish Self-evaluation Form
  3. Risk Assessment by the Customs Authority
  4. Verification and validation process via on-site visit by the Customs Authority.
