As of April 1, 2025, the temporary NBU limit on card-to-card transfers by individuals in the amount of UAH 150,000 per month has expired

The NBU's limits on outbound card-to-card (P2P) transfers in the amount of UAH 150,000 per month, which were introduced for six months starting October 1, 2024, ended on April 1.

Instead, restrictions set by banks starting from February 1 will remain in effect, according to RBC-Ukraine.

“Banks operate according to the memorandum, and all limits remain in force,” a source at another bank said. According to the source, “this means the limits are now set not by the regulator, but by the banks themselves.

”As noted by Dmytro Hlynskyi, Executive Director of the Independent Association of Banks of Ukraine (NABU) and Head of the Project Office, in a comment to RBC-Ukraine: “The National Bank imposed the P2P transfer limit temporarily, from October 1 for six months.”

“Already two months after its introduction, it became clear that part of the payment traffic had shifted to IBAN transfers. And in December–January, most banks joined the Memorandum on Ensuring Transparency in the Payment Services Market,” Hlynskyi explained. In his opinion, “there is currently no objective need to continue the P2P transfer restrictions.

”As is known, the country’s largest banks signed a memorandum on transfer limits, which also extends restrictions to transfers via the IBAN system.

Banks do not apply limits to transactions by clients with documented sources of income (including payroll clients and others with verified income), as well as volunteers. However, for clients without documented income, the signatory banks have established the following transaction limits:

  • For "high-risk" clients – up to UAH 50,000 per month;
  • For "medium" and "low-risk" clients:
  • From February 1, 2025 – up to UAH 150,000 per month;
  • From June 1, 2025 – up to UAH 100,000 per month.
