A risk management module will be added to the integrated automated system of state supervision and control. It will automatically determine which enterprises should be included in inspection plans across 85 sectors — from labor protection and environmental safety to technical standards.

The Cabinet of Ministers of Ukraine has adopted the relevant resolution, as reported by the press service of the Ministry of Economy, Environment, and Agriculture of Ukraine on its official website. According to the Ministry, the new inspection module will enable the formation of audit plans transparently, automatically, and without human interference.The decision aims to minimize corruption risks.

What the resolution changes:

  1. The risk level for each enterprise is determined automatically based on established criteria;
  2. The system generates a list of entities for inspection based on their ranking;
  3. Supervisory authorities will focus on high-risk enterprises, reducing the burden on low-risk businesses;
  4. Annual and comprehensive inspection plans will be generated and published automatically through the system.

According to officials, this ensures transparency and open access for businesses and the public.

What changes for businesses:

  1. Elimination of subjective decisions, as the system minimizes the human factor and reduces corruption risks;
  2. Reduced pressure on compliant companies;
  3. Unified and clear rules for all, as businesses can predict their inclusion in scheduled inspections and access data online;
  4. Transparency and openness, since all information on inspection plans and results will be available on the State Regulatory Service website and the open data portal after the end of martial law.

The Ministry added that the new rules apply exclusively to inspection audits within the framework of state control. Tax audits and law enforcement actions follow different procedures. The changes also apply to areas not covered by the basic law, such as the financial sector, customs control, and market surveillance.
