The Ministry of Justice Has Restored Access to the Unified State Register

As of January 19, 2026, the Ministry of Justice of Ukraine has resumed the publication of information from the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations (USR) in an open data format.

The decision was made with due consideration of the balance between security requirements under martial law and the need to ensure transparency, government accountability, and sustainable economic development.

After the start of the full-scale invasion, access to USR data was restricted for security reasons—to protect citizens, businesses, and state interests. At the same time, open data remain a key element of democratic governance and an important tool for the country’s recovery.

Security as a priority: data filteringThe Ministry of Justice has applied a balanced approach to restoring access to information. In order to protect defense enterprises, arms manufacturers, and strategic facilities, certain sensitive information will remain closed.

The following will not be displayed in public datasets:

  • contact details;
  • exact location;
  • information on types of economic activity (KVED).

Where and when the data will be available

  • Open USR datasets have already been published on the websites of the Ministry of Justice of Ukraine and the State Enterprise “NAIS”.
  • Their publication on the Unified State Open Data Portal is also ongoing. The datasets will be updated weekly and will be available for free download.

Benefits of restoring access

Reopening the USR in an open data format will ensure:

  • an anti-corruption effect — journalists, civil society organizations, and analysts can once again monitor ownership structures and ultimate beneficial owners of companies, which is crucial for transparent reconstruction of the state and prevention of financial abuses;
  • increased investment attractiveness — open and up-to-date registry data signal stability and predictability to international investors, even amid security challenges;
  • development of digital services and GovTech — open data enable Ukrainian IT companies and analytical platforms to create services for counterparty due diligence, risk management, and business development.
