By Order No. 244 dated December 25, 2025, the State Statistics Service of Ukraine approved the transition plan to the NACE 2.1-UA classification.
In 2025, the State Statistics Service:
- completes the development of correspondence tables between KVED-2010 and NACE 2.1-UA, and between NACE 2.1-UA and KVED-2010;
- begins preparation of statistical documentation for the implementation of the new classification.
In 2026, the State Statistics Service:
- develops a draft statistical classification of products harmonized with CPA Rev. 2.2;
- adapts statistical and information systems to operate with the new classification;
- prepares methodological explanations for NACE 2.1-UA;
- ensures coordination and conducts joint activities with ministries, other central executive authorities, and users regarding the implementation of NACE 2.1-UA.
In 2027, the State Statistics Service:
- prepares the electronic reporting systems of state statistical bodies for the implementation of NACE 2.1-UA;
- prepares information systems of the State Statistics Service’s statistical production for the implementation of NACE 2.1-UA and the application of dual coding under KVED-2010 and NACE 2.1-UA;
- develops conversion matrices for the recoding of enterprises in the statistical part of the SBR, as well as conversion matrices for conducting retrospective calculations;
compiles a general list of statistical observation units under KVED-2010 and NACE 2.1-UA.
In 2028, the State Statistics Service:
- updates agreements on mutual exchange of information resources in connection with the implementation of NACE 2.1-UA;
- completes the transition of information and reporting systems to the new classification.
For most enterprises, the changes will occur automatically, without the need for additional actions. This applies to types of economic activity for which the new NACE 2.1-UA classification maintains a direct “1-to-1” correspondence between old and new codes.
Re-registration will be required only for those entities whose current KVED code has been split into several separate codes (i.e., the activity has become more detailed), or where the current code has a complex (“indirect”) correspondence—for example, when several old codes are combined or redistributed into other codes.
In such cases, enterprises will need to update their registration data after the correspondence tables are officially published.
