The Government has approved changes that expand the list of scheduled and unscheduled state supervision (control) activities permitted during martial law. These changes were introduced by CMU Resolutions No. 1410 dated 05.11.2025 and No. 1434 dated 07.11.2025, amending the main Resolution No. 303 of 13.03.2022 “On the Suspension of State Supervision (Control) Measures Under Martial Law.”The amendments aim to protect critically important areas: national defense, safety of military personnel and civilians, and accessibility of facilities.
Key Changes

Under these changes, architectural and construction control authorities (DABC) are permitted to conduct unscheduled inspections of:
Facilities financed from the state or local budget;All construction sites — to verify compliance with building standards on accessibility and safety for people with disabilities and other low-mobility groups.
Exceptions are established for architectural and construction inspections.
Specifically, such inspections do not apply to objects located in territories included in the list of combat zones or temporarily occupied areas where the date of the end of hostilities or occupation has not yet been determined.
