The Parliament adopted in the second reading a draft law on restoring the Monitoring, Reporting, and Verification (MRV) system for greenhouse gas emissions.
This is an important environmental legislative initiative aimed at continuing the negotiation process and advancing decarbonization in line with European standards.
A total of 298 Members of Parliament voted “in favor” of Draft Law No. 12131 “On Amendments to Certain Legislative Acts of Ukraine Regarding the Restoration of Monitoring, Reporting, and Verification of Greenhouse Gas Emissions.
”From now on, reporting by installation operators within the MRV framework is no longer voluntary. However, the provisions of the Law take into account the realities of martial law. The approach to reporting depends on the location of installations and the extent of their damage.
The Law provides for certain relaxations for operators, including voluntary submission of reporting documents for previous years, as well as simplified registration procedures.
All of this is intended to reduce the organizational and financial burden on enterprises subject to the MRV Law.
The restoration of the MRV practice ensures the availability of clear, verified data on greenhouse gas emissions in accordance with global calculation standards.
This is a prerequisite for establishing an emissions trading system (ETS) and is also a step toward aligning Ukraine’s decarbonization tools with European standards.
Moreover, the adoption of this Law ensures the fulfillment of one of Ukraine’s indicators under the Ukraine Facility Plan, which is an important component of post-war recovery.
