Introduction

The Budget for Fiscal Year 2026/27 arrives at a turning point for Nepal. The past year tested the economy in ways few had expected. Domestic disruption in September 2025 and the continuing conflict in the Middle East weighed on activity, and the government's own Economic Survey now estimates growth for FY 2025/26 at 3.85 percent. Yet the foundations beneath the economy held up remarkably well. Remittances rose 37.7 percent to Rs 1.45 trillion, foreign exchange reserves climbed to a record Rs 3.41 trillion, enough to cover 18.5 months of imports, and inflation stayed unusually low at an average of 2.13 percent.
